How should I mount my bumper?

I aint complaining on the bolt strenght but about the frame strengt. You just turn the wheel an we see side by side movement on the front frame, imagine when someone is pulling hard on you the amount of stress the frame will take. But i'm maybe out of the way with this, i got the mentality to build as strong as possible when you don't need it....

if you pull on a shackle mounted to a receiver hitch will you rip it out? and with a sleeve inside each rail attached to the bumper its as strong as doing it the other way...
