Did a search to find out how high the arch of the springs were on my 66 cj 5 when it was new and came up mt. curious as to how much it has sagged. Also any thoughts on re-arching springs or adding overload shocks with springs if it is sagging. I am running 10.5x31x15's with some rub in tight turns.

Typically re-arching springs does not last. Not a long term solution. Overload shocks will make the ride very harsh. I'd suggest new springs. Where are the tires rubbing? If on the frame this is typical with wider than stock wheels and tires. You have a couple of options to fix this.
Turn the steering stops out until the tire no longer rubs,
change the width or offset of the wheel/tire combination,
    use wheel spacers,
or go to a wider front axle (like a wide track 30)
or, just live with the rubbing.
If they are rubbing on the fender, then that is a different deal.
I don't like wheel spacers on a stock closed knuckle as they are known for pulling the bolts out of the knuckle that holds the spindle on. You can do a conversion however. Do a search for "knuckle stud conversion" and it should come up. Good upgrade regardless.

It is rubbing on the frame not the fenders.

Springs won't cure that. See Nicks post above.
