Not really. Just brake lines, with fuel line run over it to protect from wear in spots.

The pump arm rides on the cam lobe, right? The action arm is not getting engaged. When I put gas in the carb I can start it, and push down on the center of the black diaphragm and it doesn't do anything

back in the day, when mine had the 134 and my camera was not a phone...
    Your right.
    I'm a bit hazy but I recall...
my 1960 the bottom pickup goes along the frame rail then had a short rubber section with a short rubber line that had threaded ends going into a 90 on the front of the motor then it had two 90s to go to the timing cover and up along the dipstick tube. I think the fuel line was inside the boxed section of frame. The only filter was on the upward section in front of the carburetor.

I put on new fuel line in the short section from soft line to hard line, used 3 clamps

On mine the line is above the tank, under the seat, along the inner body and through the firewall. But that's not making my fuel pump pump

Ok, can you draw fuel from the tank via siphon?

I don't have a siphon but I do have a mouth. And that is what I used. Fuel came up from the tank and through the filter into my mouth very easily.

I took it off again. When I manually actuate the lever it makes a squeaking/noise.

I guess the next test is the bottle rig with the pump on the motor while cranking the starter.

Then test bottle with pump and upper lines to carb.

Or pump on motor and hook up the fuel line to the tank. You should be able to siphon through the pump relatively easily.

Already did that. I even filled the bowl to prime it, and put the cap back on.

Are there any witness markers on the arm from the crank? It should wipe across a good 3/8 or 1/2" of the arm

It didn't pump with the engine cranking over.
There are no witness marks on the underside of the arm.
I could manually suck fuel through the fuel pump. It wasn't easy but was easy enough to get a mouth full of gas
