Maybe im just thinking different about it. If one tire is off on toe, both tires will want to go to center?

It would be driving down the road straight but perceived as pulling because your steering wheel is probably off center at this point.
If your fighting to keep the steering wheel straight, it would seem to want to wander and pull

If one wheel is off then yes, steering wheel will be crooked. If both are off equally either in or out then steering wheel will be straight but in both cases the tires are fighting each other because they are dragging and fighting each other, not rolling smoothly and working in conjunction. When toe is off and tires are fighting each other, there is never equal traction side to side so you get wandering. I’ve never seen toe cause a pull unless there was another issue also involved.
If you want a demonstration, adjust toe off significantly on your Jeep and drive it. It comes very apparent. Other than tire wear this is why on our solid axle Jeeps 1/8” to 3/32” is just about ideal. Slight Toe in on a rear wheel drive vehicle is desirable because the slight resistance pushes the front of tires outward away from each other resulting in close to ideal 0 toe. That’s assuming there are no other issues like worn components, bent housing, etc.
