Naive or not, when it comes to crucial systems such as brakes everything needs to be assembled as it was designed to be.

If the 9" brakes on your CJ5 had the outboard hubs that is actually a better design brake system than those Lockheed 11" brakes as far as functionality goes and are easier to adjust because they only have two eccentrics.

Have you actually contacted the supplier to see if you can return the kit for a refund?

If everything is still there, and undamaged, a reputable supplier, such as I believe this outfit to be, should let you return the kit. They could just sell it to someone else.

It is not hard to put a set together yourself. I and probably others would be glad to help you find the parts.

I have several Jeep projects in the queue, so I keep looking for the Bendix brake backing plates.

They are getting scarce, but I look every day, and just a few minutes ago I found a pair of them on Ebay loaded with fairly new components for only $69 for the pair. With shipping that came up to $100 but that is still a whole lot less than what you paid for that kit. Drums are all this pair needs, and those can be had at just about any auto parts store.

Here is a picture of one of the pair I just bought on Ebay.

Yep, next to the super nice pair of backing plates I got from you, these are a very good score. I will be using the ones I got from you and this pair to put 11" on all four wheels of my CJ5. The guy who listed these said he had them on a Bronco for about six months then decided to go with disc brakes. Some people just can't stop making "improvements", I guess it is part of the hobby.

Yeah my receipt says “Unused parts may be returned in 30 days, NO EXCEPTIONS”

I’ve had the parts for more than twice as long.

My 9” brakes had the drums outboard. And the same 2 eccentric adjusters per plate.

Ima just count my loses and run the Lockheed/Willys Wagon kit.

I’m having the hubs and drums pressed together tomorrow

Another reason for me not to do business with "Willys Jeep Parts".

That said, those brakes should work fine with proper maintenance. Good luck with it.
