Fhead with a new carb can't be tuned.

    This is old school carb 101 stuff. However I can't get the air fuel screw to kill the engine or even get it to bog down. I think that its too rich and its fouling plugs. What am I doing wrong?

    Have you checked the oat setting ir needle and seat for debris? Was work done to this recently. What carb are you running?
    What is your fuel pressure? Electric or mechanical fuel pump?
    Choke stuck closed?

    What is the vacuum gauge indicating? What is the lowest idle RPM you can achieve? You think it is fouling plugs, or you know it is fouling plugs? Please outline everything you did to/for it.
