Uh, NO! Brakes and steering should be at least somewhat functional before getting it running. If it doesn't stop or steer running is useless.

If it were me, I wouldn't consider wasting a nickel trying to fix the 9" drums. Go to either a disc or 11" drum front, 10" or 11" drum rear. If the floors are as rusted as you say, then so is the master cylinder - replace it with a dual reservoir.

A Ross box can work if everything is in good shape.

FWIW, it's possible the wheel cylinders and lines are intact but don't count on it. It seems Jeeps, more than other vehicles, lose their brakes before many other things go south. A larger drum or disk conversion increases stopping ability and safety, but the 9 inchers will stop it (provided they're in proper working order), and how fast do you need to go? Also, learning forthought in when you need to stop will be a good instict to have as you learn to drive. :)

Congrats on the purchase, and good luck with it! I drove a stock '75 CJ5 beginning at a very young age, every day doing all sorts of things from fetching the mail to hauling firewood (there were a few impressive loads brought out of the woods in the Jeep), pulling stumps and tractors, and on and on. BTW, I agree with others that recommend spending money on parts before you buy a top - it needs to start, go, stop, and turn properly before you worry about accessories.
