My friend just bought a 59, wanted to know the original use for the box on the cowl between the hood and window.

there is no box, just a welded-in place cover.

It was the battery box for the M38-A1 but the CJ-5's batter is under the hood. So no box, no removable cover.

That originally was a battery box for the military versions so it is just a carry-over and not used so it is tack welded on.

"is there any way to pop the cover and re use it?"

They did that - it's the glovebox.
