I have a 59 cj5 with and fhead bone stock nothing modified and i have this pivot bracket thing on my draw bar and a nipple thing on my tailgate. are either of these original? what are they? or is it just a swing away tire carrier? are they maybe for some kind of farm implement? if its just a tire carrier ill just take them off and scrap them. but if theyre rare or hard to find i dont want to throw them away. its been on there for at least 20 years probably since its been painted greyish like the body and the paint is showing its age. i got the jeep with with original tire carrier already on it where it belongs on the side. supposedly long ago my jeep belonged to some forest service maybe it has something to do with them? any input would be appreciated.

That thing on the tailgate looks like part of a tire carrier latch, like you suggested.

That bracket thing could have been "the other half" of a tire carrier system.

Looks beefy, I wish I had something like that on mine.

also it may be worth mentioning it has fine thread on the thing on the tailgate. it has 2 mounting bolts on the side of it and the pin/ stud thing in the center also has threads which are fine thread. this is probably irrelevent just mentioning incase, since most things recently made i can think of rarely use fine thread.
