Carter 938 SA extra needle....?

This extra needle has been hanging on the side of the carb for as long as I can remember. The jeep was bought in Reno Nevada in '62 so maybe this is a high altitude needle, or maybe the high altitude needle is in it and this is the standard needle? We are at 2800 feet here. I'm wondering if this needle would work better...I have had the carb apart but do not remember which needle is installed....

The extra needle is "1 size lean"......That sounds like a higher altitude needle...the question is, how high?

 

Intended for use from 5000 -10,000 foot elevation.
Intended for use with 120-160 metering rod jet.

It does run a little rich here. Plugs are a little sooty, but tan colored very near the electrode and the exhaust pipe is sooty. no other way to change the mixture I suppose.....compression was around 110 each cylinder when I checked it a month or so ago....it runs well though and is surprisingly smooth....If I ever rebuild the carb I'll need to make sure that the installed needle and metering jets are correct...
