Broken Spring Band

Hey All-

after looking at the front springs this weekend, i noticed that one of the spring bands on the front passenger leaf springs is broken...

is there someplace i can find a replacement?

or is the spring now garbage?

also, the shoicks do NOT return to 'neutral' when compressed/extended by hand... i will ASSUME they are blown... is this correct?

its a Rough Country lift kit

its starting to look alot like i need to just get another lift kit and start over mehh

spring band should be a non issue to replace,

I've been meaning to adjust my spring packs.
shocks should return, steering dampeners do not.
someone here should recommend a good shock to use.
