I dug up an old heathkit dwell/tach/volt meter with a 4cyl setting, and desire to redo the tune I put in my M38A1 (stock F134) now that I have some tools to do so.. however, since the coil is a bit hidden inside the dist. cap, how do I hookup a dwell meter to this engine?

Furthermore.. am I gonna fry my meter since its designed for a 12v system and this one is 24v?

There is an inspection plug on top of the distributor/coil cover, which ought to give access to the inside coil 24 volt terminal. But I'm not sure if your meter will work safely on 24 volts.

Just set the points manually to .020" and you should be fine. (As per Army tech manual TM 9-8014.)
