Paint removal from data plate

Hi guys...I finally got my M416 home last weekend. At first I didn't think it had a data plate, then I realized that it was painted over. I started removing some paint by lightly sanding to get down to something I can see.

Found out it's an Aug. 1967 Steven's...I think the serial is 13649 (if anyone cares)...anyway, I'd like to continue removing paint from the data plate so I can get a clean picture and to *maybe* get the DMV to accept that serial etc. on the new registration. So...any ideas on how to remove the paint without damaging the underlying data plate and other printed material?

I know I can buy a new one...but I'd like to be able to use the original as far as I can.

BTW...this was a Government Liguidation auction purchase from Ft. Bragg NC.

 

Some light sanding did it. It was covered completely in paint...now look...
