Need help with Motorcraft 2100 Choke

    I am having problems getting my choke working correctly on my motorcraft 2100 on my 74 cj5 with a 304. When looking at the choke with the thermal choke cap off there is a round metal tube on the housing that aims down. Not the one that connects to heat choke tube but the larger one. Is it supposed to be blocked off or should you be able to put a small finger up into it? I can hear vacuum sucking through it?
