Yep, it's supposed to go to the BAT term on the ignition switch. The headlights are not supposed to be fused as a fuse burns out. A circuit breaker will repair itself (open and close) when it sees a partial short or overload, allowing the headlights to briefly come back on. If your headlights work now, your system (lights) is not correctly wired.

when i connected the wire from the circuit breaker to to the bat terminal on the ignition switch it tripper the circuit breaker. and no, my headlights are not working. i think it must connect to the flasher or perhaps the inst light dimmer switch. any thoughts?

If it tripped the circuit breaker you have a short to ground somewhere, I'm assuming you had the headlight switch in the on position? The wiring at the headlight dimmer switch on the floor is a good place to start then go out towards the headlights from there. There's a wire schematic somewhere on line. If you're on the JCCA board there's a downloadable pdf file in the Tech section, don't think I can link you to it.

That is why that wire was disconnected from the bat term on the ign sw. You have a short in the light circuit somewhere (as stated above). But that is where that wire goes, and no where else. Turn your light switch off (all the way in) and re-connect the wire to the ign BAT terminal. The breaker should be in connect position (not tripping). If that is ok then pull the switch out to it's first position and observe the breaker condition. If the breaker is not tripping then check your park/tail and panel lights. If they are good then the problem is in the headlight ckt.
