I have a 1973 cj5, the rear diff has been welded for posi-traction. Is there any way to put a locker in so that when I turn the wheels dont grab the road. i need any suggestion to stop it.

A welded axle is not posi-traction, it's just welded. Posi-traction is a limited slip differential (LSD) that slips to let you go around corners but still delivers power to both wheels. A welded axle is sometimes called a "Lincoln locker" after the Lincoln arc welder.

Not much you can do to fix a welded axle. You can replace the carrier and welded spider gears, but it's easier and cheaper to find another axle. To replace the spider gears would be expensive in labor, and not something you could easily do yourself.
