Open for suggestions on how to make my metal top quieter

Herculiner sucks in my opinion. The PO did a crappy job of putting it on the floors of my Scrambler and I hate it. He didn't prep correctly and it's peeling. It's also letting moisture under it and bubbling rust in places. It's rough to the touch (like coarse grit sandpaper) but inexplicably slick when wet :? It also looks dirty all the time.

I forced to do a bedliner I would use UPOL Raptor, but preferably I would stick with paint.

 

I had carpets in my previous Jeeps, and really liked it. But this was in souterhn CA, where keeping the carpet dry was no problem.

Plus I really hate the black or gray Heculined interior look.
