Tilt steering problem - AMC/GM column

So I got this tilt column out of a 78 CJ5. It seems to work really well...except one thing...AMC used that security switch/lock that you have to push down with your fingers while turning the key...and it's stuck.

I bought a new lock cylinder that works great, I inserted it and it turns correctly, but that little lever doesn't want to release. Any idea of how to fix this thing? Can I just remove it?

been years since I had one of those apart that far.
according to the pic, looks like you might have to go all the way down and remove the lower pivot housing (pull the two side pins) for access to that lever.

it must attach or pivot at the very top of the tube housing
