My e-brake didn't work, so I pulled out all the cables and replaced them. It still didn't work, So I tightened my back brakes. It still didn't work so I crawled under there and saw the crossmember that the cables clamp on was loose and floating  When you push the brake pedal, the crossmeber gets pulled forward. So I secured that. And It still didn't work. So I tightened the back brakes til the wheels barely moved. It still didn't work. I'm exhausted. Any ideas? The pedal seems to go about halfway down and won't go anymore no matter how hard you push. The cables work, Even the brake pads move. I don't think the cables are bottoming out, tho thats what it seems like.

I had the same problem on my 72 (even the floating crossmember) the cause of the problem on my Jeep was the return springs that are on the ends of the cables were binding before the the park brake lever could fully engage the shoes. I used a die grinder to cut the last 5 coils off (just be careful not to cut the cable) now my parking brake works good.
