For what it is worth, I just had mine done this week here in NY - it's a 64 cj5. Brakes and turn signals, lights, good tires and a horn. The check list also included looking for fuel leaks. Emssions exempt, there was no reverse light origonally, but if you put things like that on, they have to work. i made sure I had a good spare and jack, but that was never even considered.

According to the guy, seat belts were not needed - I will be putting them in but he said I might want to think twice since if there was an issue, and I had put them in, I could be held liable for them being the cause of injury. hmmmm

He scaned the registration bar code, answered the questions on the pop up and stuck the inspection sticker on the windsheild.

very proud of that moment - I forgot the camera, the end of a year and a half project that started as a joke.

Now it is time to play

as for Mass., couldn't you just stop over and ask a mechanic, or call one and explain the situation? I would if you were not 100% sure

    Here are the requirements.

Basically it's a safety inspection. Everything related to drivability on the car has to work, and there can be no rust holes in the floor. No emissions testing for a car that old. There are limits to the amount of lift allowed, and I think to how much the tires stick out too. Read through the rules, and if there's anything that isn't clear, post up and I'll try to help.
