PVC valve question

    i want to remove my fuel pump.because i installed one electric.\
    i have 2 questions.
    1.what to do with the pvc valve?leave it the one end unconnected to air?connect it straight to the intake manifold?
    2.i'm thinking to use a T connector between the intake and the pvc valve to cheat some vacuum for the wipers.i dont think that would be a problem.would?i don't use the wipers.only for cosmetical purposes.the jeep is always without top.
