Thanks for chiming in, Its good to hear from someone that has direct experience with the issue. I have had good success custom tuning Carters for elevation and for best overall stock performance but have never been involved with headers on the F-Head.
I did not think there would be a significant enough performance increase that a stock Metering rod would not be ok, Possibly just a couple of % richer maybe.
I have read some other articles by people that say headers have made a difference for them, I guess sometimes you just never know, Maybe different stock compression ratios would explain why some of them seem to respond and some dont.
    Thanks for the input.

Got the header and duals on. Seems to rev quicker. Going down the road about 2000-2200 I get what I perceve as a lean surge. I have a Solex on order. I am not giving up on the carter, but I had this surge before, just not as noticeable. Also the carter has a loose throttle shaft which makes the idle vary 200 rpm. I am wondering what lines up the cam gear to the cam. Reason why I ask is advancing cam timing a few degrees will boost low end power. I am pretty sure it has a keyway. If it does I will be looking for an offset key to advance camshaft 2-4 degrees. I know it is splitting hairs, but I want a good running f.My other toy is a 1962 impala SS 4 speed dual quad posi traction 409! I like torque. Thanks all!

I would have to say I am not sure. I have done so many things all together, it is hard to say which upgrade was the best. I am sure it has helped but how much is debatable. One thing I am sure of is that it will filter much better than an oil bath!
