I removed the fenders from the 3b by cutting the nuts off the bolts which secures the fender to the frame. After taking a quick look as to how to get the stuck botls out of that section i noticed the bolt heads look to be welded to the inside of the frame. Is that how it is on others or is mine just rusted bad?

Methinks you are going to have to drill & re-tap the holes. Start by grinding the bolts off flush with the frame and then use a sharp center punch to mark the spot. Drill with a tiny drill bit first, then the one you need for the tap. IIRC, those bolts will be 5/16" NF thread. The exact drill size you will need is marked on the shank of the tap. ;)

Possibly weld a nut to the left over part of bolt and wrench out. The heat from welding may help loosen it up.
