Are these dash panels competely interchangeable? Considering locating and installing an M38A1 dash on my 69 CJ5.

For the most part they are. i was thinkngi bout doing teh same thing, but i now noticed that the m38a1dash hangs alot lower than the cj, and i think i would bash my shins into that with the quickness.

Does the dash have anything to do with the location of the E-brake handle? My M38A1 has the E-brake handle between the seats.
