I'm planning a move to Cedar City Utah and since my 69 CJ5 is smog exempt in California I am concerned about the Utah regulations. I can't find any answers online. Any Utah folks have any help? This may not be the right place to post this question but nothing else seemed better :?

I really wouldnt worry about it. i do not believe ther are any states that require vehicles older than 75 for smog. safety maybe but smog, i dont think so, you just cant get parts for them anymore
but somebody will have a definative answer for you

    Here is why I'm concerned
"You won't need to remember this even/odd arrangement if your car is more than six years old because cars six years old and older (back to 1967) must have an emissions test every year. If your car's model year is 1967 or older, you're in the clear; emissions tests are not required."

This would seem to indicate Cedar City is not required to have emissions testing BUT it is required to have a safety inspection which could prove challenging with the Ross steering box! May have to finally install my power saginaw I bought from Herm 2 years ago!!

    Emission Certificates
As a prerequisite for registration, emission certifi cates are required
in Davis, Salt Lake, Utah and Weber counties and are
valid for two months. All 1968 or newer model gas-powered
cars and trucks in these counties must have an emissions
test, which can be completed at most service stations.

So, if you had a 67 Jeep you'd be exempt, and if you have a '69 Jeep you wouldn't be exempt -- if I understand the postings correctly.

I think I still have a manual on what Jeep had for emissions controls for those years.

Jeep had a separate serivce manual just for emissions. I am almost sure the one I had was for the F head engine, and it may have had both engine models in it.

I'd have to search through the barn for the manual, but I never throw any information away, so I am certain it is in there somewheres.

If I do have it and you want a copy, send me an email or PM with your address and I'll make a copy for you.

Because Cedar City is in Iron County and not the ones listed (around Salt Lake I assume!) all I should need is a safety inspection. We don't have those in Calif. but should based on the number of junk uninsured cars here being driven by illegal visitors.

No, you will not need an emissions test in Cedar City, but the safety test is mandatory. It covers:
all lights working, including high beams and turn signals,
all glass intact, (jeeps have some exceptions like front glass only)
    tires with acceptable tread,
wheels contained within wheelwells, flares are required for wide tires,
    brake linings check,
    operational horn,
lifts within states laws, (see below)
    valid insurance.

You will also need a VIN inspection, which can also be done by the inspection station, or State Patrol.

Lifts can go to 24" to lowest point of framerails on fullsize,
21" to lowest point of framerails for all else. (last check on laws were on Aug. 2003, when I got stopped by a State Patrol in my cherokee XJ. It was WAAAYYY illegal.)

    Hope this helps.:)

That is a big help. Do they actually pull a drum and check brake shoes? Sounds like a PIA with drum brakes. I am surprised that California doesn't do safety checks, they would sure get a lot of junk off the roads.
My XJ is pretty stock and should be fine. My CJ5 is just a trail rig that I trailer. I keep it registered in CA just so I don't get hastled in the dez. Perhaps in Utah I can just non op it and leave it registered in CA or does Utah have a trail only registration? In CA there are green stickers.

for the brake test some of them have this crazy machine that measure stopping power. You drive up onto it and then slam your brakes, my Jeep always failed this test because it was so short it would bounce onto the machine and then not get good brake readings so I have to request a manual inspection of the brakes every year. I am not sure about the trail only stuff but I know there is some kind of classic registration you can do for vehicles that are over 30 years old.

OHV sticker is required on all off-road vehicles, seems strange for a trail jeep, but makes sense. Heck, they even require that you have a registration sticker on your slide-in campers.

Brakes: Yes, in some cases, they do pull the drums off, that is if they cannot look through the adjuster/inspection hole on the backing plate. Funny thing is though, I've had them look at my brake linings several times, but do not recall them ever measuring the drums. Maybe just a visual thing that if they notice a worn drum it may be brought to your attention and the safety test will be failed until repairs have been made.

the last safety checks Calif used to have were random roadside checks in the early 70s; if I recall, just safety items: horn, parking brake, wipers. fender flares, etc. Usually they set them up on mountain roads, and they LOVED Jeep clubs when they came along....got the days quota in a couple of hours
