A huge budget :) With the 35s I would think you would want at least something in the 4.56 range gears. If you are going to put that much power down your going to want bigger axles. If your set on the Auto or the NV4500 I would think you need to lengthen the jeep quite a bit just to get a rear drive shaft in it. Seats? Cage? Power Steering? I dunno, should be a real monster when your done I guess....

    3.15 transfercase gears!;)
The NV4500 is gonna make a very short driveshaft and probably lots of vibration with the very short driveshaft and lift you're talking about.
I do agree this is gonna make for a huge budget and will more than likely leave the Jeep down so long you get disinterested in it and sell the project at a loss on money. Its your Jeep so do what you want but don't be influenced by the mags and all the junk that you may or may not need.

If it were me I would rebuild the 232 or find a rebuilt 258, cheap and easy compared to the mods needed for the small block chevy. Find a good 4 speed and re-gear the transfercase. The 4" lift is fine, the hydro boost brakes would be ok but it would be cheaper and easier to use a factory booster for the brakes and get a disk kit for the front and rear. Put in a lunch box locker or power lock in the front and rear and you're ready to go the rest of it other than the shackle reversal you can do as time and money permit. My .02!

    Good luck withthe project.
