Going on the premise that there are no stupid questions, only stupid mistakes (From not asking the question) "What the heck is a reverse torque cable?" :?

I'm not the right guy to answer this, but since you guys are in suspense... it's a restraint cable on the V6 CJs that goes from the crossmember to the bellhousing (?). Supposedly it is under tension when you start off in reverse and keeps the clutch from chattering.

I thought only the V6's had it..... Mine does.... As far as tension, I just keep it "pretty tight".... Sorry, best I can do...

I got something like that on my '57 with F head. I always thought it was to keep the engine from lurching forward into the radiator if the motor mounts broke. I have no clue as to how tight to keep it, I just snugged it up pretty good and called it a day.....

it is an engine stay cable.

They were put on as a result of a service bulletin to keep the engine from jumping about when starting out.

Since there is no torque specified, I'd keep it snug.

If it is loose it certainly won't do any good, assuming that it does any good at all to begin with.

My '70 had one but I removed it when I switched to the sm420. Seems to be fine without it.

On my '68 it's not adjustable. Currently loose but no chatter. You can replace it with a length of chain and a turnbuckle. A few here have done it that way.

It gets removed and never replaced during rebuilds many times.
