Locked up F134 engine advice

I have found a 68 CJ5 with a locked up F head in it and it looks to be in really good shape for $1,000 obo. The owner sent a couple of pics and a breif history stating that his grand dad bought it in 72 or so and only used in the family for hunting and has only 23,000 miles on it and has sat in the garage for about 20 years or so. Now, since the engine has such low miles I am hoping to get her running again. Assuming it wasn't ran without water or oil, what would be the best way to get her turning again? Try filling the cylinders with a mixer of kerosene and tranny fluid or fill them with PB Blaster, Kroil, Marvel Mystery oil or any penetrating oil you may have. Let that stuff stay in the engine for about a week maybe longer. Then use a ½ torque wrench set at no more then 30 lbs on the flywheel and see if it will break free. Let us know how you make out, good luck.

 

X2 on the marvel. it works WONDERS! put about 3-4 squirts in each cyl and let it sit. patience...dont jump the gun. once you attempt to break it, i would rock it back and forth with an 18" breaker bar myself. REEEALLY easily tho (try to estimate no more than 30 ft-lbs as stated). not just one direction, but back and forth. hope you get it going yo!
