    On the back of an AMC v8 intake? Looks like a diaphragm is inside it.

    That's an EGR valve. Works on vacuum for cold running emissions. To check it , push up on the underneath whille running & the engine will bog down a bit.

    You can make a block off plate if not going to use it.
    But there must be something to cover the opening.
    Massive vac leak otherwise.

    To test it supply vac to the fitting; if it's good engine will die or stumble.
