Is there supposed to be a spring on the tensioner for the 225 cam chain?

In my '71 there is one. It's a simple spring steel arm with a rubbing block on the end. When I changed my timing chain out, I went ahead and changed the tensioner and also installed a neoprene crank seal from Kenne-Bell.

Thanks, this looks like it needs a spring that is not there.
