The pedals on my 1970 were locked up and I decided to buy a new shaft. The new one came with the arm where the old one is arm delete. Everything else seems to match. What is the arm for , and do I need to remove the arm ?

The cross shaft would have a spring on it to bring your clutch back to the neutral position.
    What engine do you have?
Do you have swinging pedals, or thru the floor pedals?

Your 1970 obviously has the original cable controlled clutch release.
The lever on your new pedal pivot shaft was used on pre 1970 CJ’s with the earlier “lever and tube” type clutch controls.
