The shield stops any oil droplets from being sucked up into the PCV valve, it is only on the one side.
Engine vacuum is pulled from the base of the carburetor, through the PCV hose & valve which is installed on the valve cover on the right hand (passenger) side of the engine, it could be possible to draw the oil vapor /droplets into the PCV valve if the shield wasn't installed on the rocker assembly, although any oil would likely be minimal. Oil can deposit on the shield and eventually drip back onto the cylinder head so that part is normal, the sludge can be a result of the oil being dirty and the contaminated oil will deposit the debris (sludge) onto the shield and typically the surrounding area. The PCV systems fresh air enters the left hand (drivers) side therefore that side is typically cleaner.
30 PSI oil pressure is good.

If you are getting that good of oil pressure the bearings are good. I would just add a bottle of Marvel Mystery oil to the next couple of oil changes and let it clean out the crap. There are also products specifically for flushing the crankcase but I have always gotten good results with the Marvel Mystery Oil so that is what I use.
