What amount of lift requires a dropped Piltman arm?

Generally, over 3" needs the dropped arm. You'll "usually" be OK under 3".

The way to know for sure is if you are driving along on a straight section, say at 40-45 mph, and you hit a bump... and without turning your wheel you are suddenly headed for the right berm!!
That's bumpsteer. Dropped pitman arm is one way to reduce it, by making the drag link closer to parallel with the tie rod.

Will this contribute to death wobble (in addition to alignment-toe)?

Shouldn't...but if you have bumpsteer and worn components or incorrect toe, the same bump that initiates bumpsteer can also set off the DW...
    a scary combination!
