For format 1, any idea when they switched sizes?

 

That's a good question. Based on the smaller decals coming into use by late 1969, the switch from the larger to the smaller VIN decal format had to have happened during first few months of the 1970 model year, soon after Kaiser began producing them. This likely occurred sometime during Aug or Sept of 1969, though I don't know exactly when.

Having done the artwork for hundreds of these decals during the past several years, I've only made one of the larger-format decals, so I don't think many of them were made.

An Oct '69 build would have had the smaller VIN decal. Take a look at the images of original Oct 1969 decals in this database - all of them, as well as the one shown from Sept '69, are the smaller version:
