The PO of my Jeep rolled it at highway speed when he hit an icy bridge...the standard single hoop roll bar in the Jeep was bent over at about a 20 degree angle but undoubtedly saved his life.
As far as seat belts with no roll bar....it's undoubtedly true that you don't want to be belted in the Jeep if it rolls, but it's also important to remember that not every accident is a roll over.
Myself, I have a standard roll bar, (no cage yet although I have given it serious thought) retractable shoulder belt for the front seats and lap belts for the rear.

I don't know how the hell the 'real' Rat Patrol GI's could drive like they did and manage to stay in or avoid rollovers. For me, my original 58 has no belts or bar, YET. In the process as Willie is being rebuilt they are being added. False sense of security or not. Just makes sense to me.

I had a neighbour who died when his convertible car rolled (on him, seated). There is less safety in a Jeep than in a Volvo X90, there are choices to do. About belts, I have none, maybe a high safety belt is better but the best is not to drive taking too many risks.
I stopped using a motorcycle years ago, I use to say that I avoid death 3 times, maybe at less than 1 cm our 1 inch...
Or a finger. This is the difference between impact or not. At nearly 100 miles, this is luck. Not useful to look for too much luck.

The Canadian M151's did get cages in the late 70's.

The US ones got ROPS around the same time.

There never was a system implemented for the M38A1s consequently the seat belts never got used until they were gone sometime in the 80's.

Interestingly enough the Iltis that replaced them didn't have a cage, just a roll bar but it was positioned further forward & was a bit higher in realtionship the the occupants.

Again, any choice you make apart from a full cage & 3 point belts is going to be a crapshoot.
