In WI. utvs have to have that designation from the manufacturer. Jeeps are vehicles, and many of the new can am and arctic cats utv's ARE larger than cjs. I questioned the warden, and she told me widest points are what they measure on the trail. So when the utvs are made to within a fraction of an inch, aftermarket tires put them over the limit. again, thats wisconsin law, and we have atv/utv only trails.
