Carter YF 938 Modification

I recently purchased and am rebuilding a 61 CJ5. I found some interesting modifications when taking apart the carburetor. Note Jeep was running when I bought it. This is the Carter YF 938. It has an aftermarket electric fuel pump. The fuel pump is a small generic model, about the size of an egg. There are two modifications to the carburetor that I'm wondering why the person made, and if it's a common modification; maybe something to do with the aftermarket pump?

    1) There is no linkage to the pump lifter. It has been removed. (see picture below)
    2) The pump check needle is missing. It has been removed, just an empty, threaded hole there now.

I personally have no idea why someone would remove what you mentioned. I'm not sure I would call that a modification. You say it ran, how well did it run? Was it driveable? At a minimum it seems like it would hesitate like crazy and not have any power.

    Modified, or just lost parts?

I would expect it to have a pretty obvious stumble or flat spot when the throttle is opened quickly.

I would also want to verify the pressure delivered from the electric pump - Carter YF spec is about 2.5 psi.
