HELP! With ignition on and sender disconnected gauge read zero. With ignition off and sender connected gauge reads randomly 165 to 210. With engine warmed up gauge is pegged but coolant is only about 185 degrees, Is the problem the gauge or the sender?

Could be both, could be either. Disconnect the wire from the sender and check ohms vs temperatures:
    Cold - less than 130* - 73 ohms
Low end of band - about 170* - 36 ohms
High end of band - about 240* - 13 ohms
    Hot - 270*+ - 9 ohms

If the above measurements are close at the sender, then it's ok; if not then replace.

Confirm the wire from sender to gauge is not broken and all connectors are clean and free of corrosion. Replace as needed.

At the gauge, that's a bit more complicated. You have to first confirm the fuel gauge is functioning because it has a voltage regulator in it. I'll have to find those values...

Found something better, a link with step-by-step instructions for troubleshooting your gauge: http://civilianjeep.info/Strenk/Gauge web page/basic_troubleshooting_for_cj_gau.htm

    Regards,
    Tim

With the ignition off, there should not be any reading on the gauge, I wouldn't think.
