    But are they necessary? I've broken down the wheels and tires on two Jeeps and never found one yet.

    Necessity partly depends on the condition of the wheel surface where the tube might rub. So, they are in essence extra protection for the tube. Necessary, maybe not but a good idea? Absolutely.
