What are these bolts for?

    Are these bolts anything important? they are in pairs on the underside of the rear hat channels on both driver and passenger side. The pic is of the passenger side. If they went all the way through, they would come out in the toolbox, but they don't. I took one out, can't figure its purpose - might be from PO. I am making some rock sliders and they are kind of in the way. Easiest would be to take them out...but if needed, then I can create some clearance/hole in the slider.
