I checked my manual and I see what you mean. It says to torque the 7/16" bolt 50-70 ft. lbs. It says: Note on early model vehicles using bellcrank kit Part No. 920556 torque the bell crank shaft nut 70-90 ft. lbs. Otherwise it says to loosen the 7/16" bolt and adjust the locknut on the end of the bellcrank shaft until the bellcrank just rotates freely without a bind. I haven't moved my jeep since I've done my bellcrank but I'm pretty sure if I torqued the bellcrank shaft nut to 70 ft. lbs. it wouldn't steer. I am curious as well now. It should have a cotter key on it. I had to loosen my shaft more then I would have liked too other wise it would bind and I couldn't get the cotter key in.

The bolt is stepped, the nut gets tight to the step and that is it. It should be right if everything tight, if it gets harder to rotate something is not right. Good Luck
