I agree with Ken on 5.38 gears being the better route to take. The biggest benefit would be a little bit better low speed creeping in 2WD and 1st gear, which you wouldn't get with the transfer case gear change.

Stumbled over a set of axles on local CL..

    Willys axels

Not sure on width, but off a 51 Willys. Says 44 and 27, but I thought it may be a 25 unless swapped?

    I understand your position though.

Isn't the noise/gear whine common with the low gearing sets for the transfer case ?
Seems that's just a byproduct of the design.

I've got tera low gears in my D20. Excellent upgrade. They are a little noisey compared to the factory low range gears, buy they work great, and shift relatively smoothly. The d20 is a through drive case, the gears aren't under load in 2wd, so I can't comment on how much noise they make in a d18 high range.
But I would absolutely do them again.

Yeah I fully agree the Tera low gears are virtually a "MUST HAVE to replace Dana 20 gears with Jeep 2.03 ratio.

Typical D-18 already has 2.46 ratio but 3.15 is certainly better if you don't mind the increased whine.
The large diameter intermediate gear is the one doing most all of the whining.
Especially true when engaged in low range due to the spur cut design.
You can reduce much (not all) of the intermediate gear whine by installing a tapered bearing / shaft kit.

I run the 3.15 low gears in my large hole d18. Just like the OP I wanted lower low range and felt a 4speed swap was beyond my project scope. Install was very easy...well as easy as a rebuild. Factor in cost for new OD barrel gear...I got mine from AA after having some hassles with herm. Results have really helped the off road usage...but will probably swap the 4speed in at some point. Increased noise is very noticeable...like pretty obnoxious at highway speeds in 2wd. Its hard to estimate. ..but maybe a 20-25% increase in noise...less whine and more clatter.
I like mine certainly recommend their functionality...but given the issues of swapping to a large hole d18 and adapting to t90 and possibly not liking the noise... I'd consider/compare both the tera lows and 5.38 axle swap.

Just to throw it out there...an fhead t98 might be the best solution. No adapters needed...maybe driveshaft changes though.

FWIW I installed the TeraLow 3.15 gears but also did the AA tapered bearing conversion for the intermediate gearset. I'd have to say I think my t-case is actually quieter than it was before the gear change. Also, it's not that simple changing out the bowl gear for the OD. The old bowl gear must be completely dis-assembled and all parts swapped to the new gear. You will need a press, at least an arbor press. Buy the bowl gear from AA if you do this, not from Herm.
