What the heck is that behind the muffler? It looks like a ballast weight?

 

That's exactly what it is. If you're running empty, and get on the brakes pretty aggressively, it's not uncommon for an FC to do a nice little nose-dive and lift the rear wheels of the ground in some situations. So it's a counterweight to help stop that from happening.

That 2002 4.3 should be FI.. So why put a carb on it?

 

Very nice job if everything works as good as it looks. I like the subframe for hinging the tilt cab. That FC is a on wide track chassis, though the cab is correct ‘57/‘58 due to the early front inner metal configuration.
I’m curious to see what it goes for.
