BBD metering rods stick

runs like a champ, BUT when pressing the gas peddel fully while engine is OFF the metering rods seem to come up to high and out of the jet and then stick. It only happens when the engine is off. The vacume pulls them down while running, or should I say, does NOT allow them to go up so high. Any ideas???

Yes, sorry i didnt get back sooner.. What I found was the plastic lift lever had a few wear notches in it. So i took it off and sanded down these notches smooth again. who ever rebuilt this carb really messed it up, and I purchased it remanufactured, not ONE adjustment was right. and bent parts and missing parts... I think it was a core cleaned up, but whatever, Get what you can down here. Its all running smoothly now. Amazing what a dif a 2bbl carb and 4.0 head have made on my motor. thanks for the attempted help, but problem solved!
