Can anyone tell me if a 16x8 rim would be too big for a stock cj2a with 5.38 gears-I do not have any info on the back spacing as of yet-but what would I be looking for in depth?

To answer you question, the 16X8 wheel will fit fine. It's the tire size that's limited..

What size tire would be reasonable on the 16x8 rim? Basically looking at an all terrain tire.

Depends on your suspension. Do you have a lift?
    If stock, I'd think the equivalent of a 31X10.50, like a 245/75 or 265/70 or 75 16..

I say with your limited info there is no way to determine if these nonstandard wheels will fit.
The wheel backspacing realistically needs to be about 3-3/4"" to avoid leaf spring rub for an 8" wide rim.
For comparison KH Renegade I wheels (15 x 8") are backspaced at 3.875".
Backspacing must be measured correctly from the innermost rim edge to the disk mounting face.
With 3-3/4" backspacing they could fit if you limit your tire to about a 8.5" actual tread width.
Actual tread width can and does vary considerably from given specifications and also from one mfg. to another.

The less the backspace, the less spring rub you'll get.

Overall tire diameter needs to be considered when referring to spring rub as well.

Yeah anyway I messed up I meant to say...
the backspace should be around 3-3/4" (not 4") or the springs will rub with otherwise stock configuration.
But you must keep in mind that tire tread widths will and do very from one so called 10.50 to the next.
