Decal ontop of decal

    Here is a picture of two decals located on the driver's side of the radiator housing. I can not really read the decal and I was hoping someone here could identiy the decals for me. The decal on top has a date which is either 1973 or 1979 from California. The decal underneath has print which is too small for me to read but pertains to the same thing as the decal on top according to the top line which reads, "TUNE-UP INSTRUCTIONS." Can anyone tell me about these decals? Why is one placed ontop of another, i.e. is there something wrong with the text in the bottom decal? Is the bottom decal from the factory or are these just decals placed on the vehicle because of Californian standards? Thanks for the input!

    I had a '69 with 225 V6 that was original to California. Mine had the same decal with California emissions tune-up specs. Specs changed, hence the second decal. Ran like crap tuned like that too!
