    Neither of the wires are ground. Ground goes through the case of the light to the body, and the body is grounded to the battery.

    Test it with 12V. The 1157 bulb has two filaments - a bright one for turns and stop, and a dim one for running - each filament has a wire. Ground the case of the light and try applying power to each. Put a fuse in your test lead if you're worried about the connections.

    Crap....That explains it. Probably shouldn't have assumed so much. Its amazing how much I've learned by doing this, though.
