69 Cut Windshield Gasket

    Replacing windshield gasket that seals cowl and defrost vents.
    Found small 90 degree rubber seal under thick rubber seal I'm replacing is this factory and neccessary?

    Usually the windshield to cowl gasket is just one piece.

    However, they seem to shrink and leak, and make the hinges act loose, so I have shimmed them before.
