Did the Kaiser jeep tool box under the pass. seat have a gasket or do I need to fab my own from weather stripping?

Peter Debella lists a seal for it.

The gasket listed above was originally glued under the perimeter of the lid with contact cement/weatherstrip adhesive. It fit snug up against the lip of the lid.

Something to consider about the tool box lid. On my Jeep the tool box lip that is in the top of the tool box has a drain in the back to let water out of the lip. After I put new springs on my Jeep, the back was higher than the front, thus the water in the lip didn't drain. When ever my Jeep got wet inside, rain or washing it out, the water would not drain out of the lip. To fix this I drilled a hole in the front of the lip and through the floor and J B welded a piece of 1/2" PVC water pipe though tool box and out the bottom, any water drains out of the lip now. Just something to consider when it comes to the tool box seal. Good luck.
