    vacuum port for heater controls. Looks to be plugged off.

    That's a vacuum port. The black thing was a piece of vacuum line. The port is used for a couple things, typically either a vacuum operated wiper motor or heater switch.
    You can see a second vacuum port that has been plugged right next to it.
